Hey there @kenkaneki0509 , welcome to the Discussions forum! Thanks for reaching out. I understand you've not found Randvi to be sending you to Sigurd - sorry to hear about that!
As far as I can see, this isn't a known issue, so I'd like to recommend trying the steps from the troubleshooting guide - in particular, make sure you've fully updated the console and given it a power cycle.
If the quest still doesn't progress, can you send across some screenshots showing what your current objective is, and which quests you've completed, as well as let us know what Randvi does instead of sending you to Sigurd? With this information, we'll be better able to give you some advice on how best to proceed
