When I go to the blacksmith and want to upgrade trousers I don't have any of them on the list. There is no trousers category at all. They can't by downgraded also. All I can do is to transmog them.

Are you able to try the workaround suggested by @ChuckKatse ? If this has any effect please let us know.
Otherwise would you be able to verify the game files and restart the game?
