[2022] Vagn and rover rising is not accessible at all

I'm about thirty/fourty hours into the game and I completed the Grantebridge questline completely, however, Vagn and his river raiding have not appeared anywhere, there's no quest for him, nothing.

The last time I played the game a year ago he appeared as soon as I did that, but I'm currently at a ppower level of 130 and my village at level 4 (maybe 5) and still haven't see him.
