I've restarted the game and fight a lot, but every time it goes wrong. Fenrir goes underground and never comes back up, I try to stand in the path to disrupt it but nothing happens. How do I fix this?

Hello @brandonboere and thank you for the accurate description of the issue.
I understand you can not kill Fenrir, as he fell under the world and we recently reopened the investigation therefore would be really nice if you could provide us with a short video of the issue and please also show in the video that you game is fully updated. Please also make sure that your latest saves are uploaded to the cloud.
As soon as we receive your video link, we'll be able to pass it on to the relevant department for a deeper investigation.
