Quest won't give credit for reading the scroll in the bath house. Have reloaded save, fast traveled away then back, and completely closing the game and restarting PC. I have attached screenshots.

Hey there.
Did you open the locked door inside the bathhouse and speak to Ceolbert? This should be the next step in the quest after search the old Bathhouse.
