[2020] [Bug/Glitch]Cannot Progress the Story because of this bug (The Measure of a Norseman)

As you can see via the link, the NPC appears to be under the bridge and I cannot interact with him. I have tried everything including restarting the game, uninstalling and reinstalling it, and I have also waited a week to see if anything is fixed. I don't know how to progress at this point. Please help!!!
