[2021] New Fallen Hero armor won't show up for cosmetic use

I got all but the helm today and when I went to blacksmith to put the chest on cosmetically, it simply would not appear as a choice. I could put the cloak on, but just like with the set from the Discovery tour, the chest simply won't show up for me to use cosmetically.
