I offered the 200 silver to the altar, heard the children laugh, and followed the foot prints. The mystery marker is on the camp. Upon arriving at their camp, nothing happens. Both kids are standing in place, silent. I can't complete this mystery and haven't been able to find anyone else with a similar issue. I'm playing on PC.

Just to confirm, is this when you have reached their 'Kingdom'? Do you remember if you encountered them before and then didn't complete the Mystery the first time?
Could you provide us with a video of that? This helps us to look into this and pass it on to the AC Team.
