I have installed the game, and it won't launch at all. Tells me I need to update the game to play, but in the same breath, says that it can't be done. I have done a full power reset 5 times, uninstalled and reinstalled the game 6 times, contacted xbox, and they have confirmed there is no issues on their part.

Can you please locate the game on your Xbox consoles store page, then try launching/updating it from there, as that appeared to work for players having the same issue.
We also know that some players downloaded the Xbox app on a smartphone, which allowed them to start a remote install the game with no error codes or error messages, which is another step you can try.
We are aware of this primarily affecting Xbox players and are investigating the situation.
