Hey there
This looks an awful lot like GPU Artifacting which typically occurs when there is a hardware issue with the GPU. Have you monitored your GPU temperatures at all to see if they're normal or tested your GPU with other games and/or a GPU test? I'd also recommend a clean installation of your GPU drivers if you haven't already done so and to verify your installation.
