Could you please explain this issue in more detail.
I also noticed in the video that you have transmogged the sword. Do you still experience the issue when the sword is not transmogged?

Can you confirm if the perk worked when you reverted to an older save? If so could you provide a video to demonstrate this. We would also need to see the sword without the transmog to show that the issue still persists.
