Bought Ragnarok expansion and downloaded on PS5, which is used by 2 players. Only 1 player able to access the DLC. Does this mean that the second player, also using the same machine have to pay for the expansion!?

I'm sorry to hear that you're having trouble accessing "Dawn of Ragnarok" using two different accounts on the same console. To help us to look into this further, can you let us know if you purchased the expansion separately to Assassin's Creed Valhalla, or if you gained access to the expansion by owning the Complete Edition of the game?
