I am playing AC Valhalla on Xbox series X. I'm about 110 hours into the game. After I am done playing for the day, I typically manual save and then turn off my console. Every time I use the quick resume feature, I immediately get an "unable to save game" error and cannot continue. If I completely quit the game and restart, it works fine. If I quit to title screen before turning off my console, when I resume the game, it will act as if I have no saved games to load. Again if I completely exit the game and restart it , my saved games are available and everything works fine. This happens 100% of the time I use Quick resume. It has been going on for about six weeks now.

I'm sorry to hear that you're encountering this pop-up message whilst playing Assassin's Creed Valhalla on the Xbox Series X|S. I can confirm that this pop-up message is working as intended. We are aware that, when using quick resume/switcher features on next-gen consoles, the game can sometimes encounter problems when trying to save your game.This message is designed to alert you when the game is having trouble performing a save action. It also means that in order for the game to resume save functions, you should restart the game application.

This is also designed to appear as soon as there is a problem detected, so you should not lose a lot, if any, progress you have made so far. 

We recommend restarting the game by exiting out to the main menu and then closing the game, before starting it once more. Going back to the title screen and loading your save again will not suffice to ensure save functions are restored. We would also recommend that when you have finished playing, you create a manual save file and fully exit the game.
