Thank you for posting this video here for us to take a closer look at what's happening with some daily quests at the moment.
Could you confirm for us how regularly you're seeing these missions appear, that you're unable to complete? Are there any other examples of missions you've accepted that you've not been able to complete, other than these targets that can't be killed?
