My apologies you ran across this and aren't able to access the loadout feature unless you're in England.
I can confirm this issue is something the teams are looking into.
Could you provide an image of it being locked and another of it being unlocked while you're in England? Also, I'd like you to make sure that your latest save is uploaded to the cloud to see if we can help push along the investigation.
