[2022] Make It Boom quests broken for the last year

Every daily quest that involves destroying Carts with oil jars has been broken (at least on PS4/PS5) for the last year. The carts always self-destruct as you approach the area. See this video from v1.6.1

Filed a bug a year ago that got closed because QA required a refile a new repro video many months later. Well here it is.
