I usually just use the Jomsviking Hall to get Rank 5s but there some Use-made ones that have very nice armor and I wanna use them... but they're always Rank 1...

Hi @FarohkTazim just confirm what Randelia mentioned you can only hire level 5 Jomsviking's from the Jomsviking Hall to use in River Raids, the user created ones can only be hired at level 1 and be used on your ship and in standard raids.
