Sometimes when the horse is called it will run alongside you if you are already in motion or sprinting when you call it, this is to allow you to mount it without losing any speed or coming to a halt, if you stop running the horse should stop galloping away too.

If you call the horse when you are standing still, the horse should arrive at your location and stay put in most instances. If a horse is attacked by an NPC, it may bolt off into the distance as it may be in a spooked state, this is intentional.
