[2022] 14 out of 15 medallions???

I’ve completed all the pledges to England and killed all the members of the order including Aelfred yet I only have 14 medalllions to give to hytham? Have I done something the wrong way? Do I need to go back and complete things in a certain way? Over 60 hours on the game and don’t want to start again
