[2022] Game soft-locked on "The Forge and the Flame"

I am soft-locked on the quest "The Forge and the Flame". After starting the quest and making my way up to the hill, I can't progress the quest. 

The quest objective is missing and I can't interact with any of the NPCs, this includes Randvi which is needed for quest completion. I have tried multiple save files but I don't have a backup that is saved before the quest was started. 

Since I am almost 60 hours in, restarting is not an option. I've tried teleporting, visiting Norway and return. But nothing works

Playing on Xbox Series S and I've made sure everything is up to date. 

This bug makes the Seers hut inaccessible, this means that I won't even be able to play Dawn of Ragnarök. 

Is there any fix to this? This has completely ruined the whole experience for me.
