[2021] [Bug/Glitch]Can not complete the main story line/quest. no longer receive main quest update

I have just completed the wincestre region and so i went back to randvi to discuss with her what happened an pick the next region as usual. except this time after speaking to Randvi i was not given a new quest to complete which was confusing. I went to the pledge map to see if there was any other region to pledge to but i have already completed all of them except hamtunschire in the bottom left corner of the map. I noticed that one of the regions in the north of the England map that surrounds norvik said i could pledge to it even though i already did and completed all the quests there that i had to. Now i am at a point where i cant pledge to any region and i cant do the main quest so i cant beat the game. tried loading a save from 3 hours earlier an noticed the same glitch with the area surrounding norvik. Ive killed all of the cultists except for the father and now i have no clue what im supposed to do to progress in the game. do i have to just load a save from way back an lose like 22 hours of play time? cause if so i may just give up not sure i can do all of that again for a second time. This glitch completely blocks me from completing the game.
