Is there something wrong with the London Beggars? I never got around to them when the silver glitch was at its peak, but just trying to get that chained fury rune now, they’re all asleep and won’t wake up for the donation. I heard that there was a specific patch that did this but is this a bug or intentional?

Just to rule something out for me, have either of you tried meditating while in and while out of that area to see if there's any change?
I kind of assumed that was the case @HIDDEN1NE, just had to double check for the sake of the teams.
I'm in the process of getting this reported now, thank you again for reaching out to let us know you'd encountered this. 
Just out of curiosity @azullFR, do they fall down/asleep on your save file as well? I knew we'd disabled interactions but I hadn't encountered them falling quite like that.

Okay, @azullFR, @SpirantCrayon22, and @HIDDEN1NE, back with an update.
It does look like this is working as intended but as @azullFR said, it is rare but you are still able to acquire that rune. I know this wasn't quite the answer we were hoping for here and I'm really sorry for that.
