You can read it like this.
Tier 1 = The first reward
Tier 2 = The second reward
Tier 20 = The 20th reward
etc...

This is not the same as Chapter Rank, because the Rank can only be earned through playing and earning Chapter XP. Whenever you rank up you will unlock the next reward.

If you Unlock Tiers by purchasing them directly, through the Chapter Booster or by completing the above mentioned week you will unlock the next X rewards but you will not get a higher Rank.

A higher rank is only available through gameplay and completing weekly challenges.
The Bronze, Silver and Gold Dogtag are tied to these ranks as well.

They rotate them in and out. I think this week frontlines is coming back for Tides of War.

Well, those modes are not available on DICE servers at the moment. But it looks like community custom servers are launching here soon so maybe some folks will get some RUSH servers going. From what I am to understand, the community games servers will have mostly all the modes available.

Correct.

The Tier Unlock will instantly unlock 1 Tier for you. It works exactly like the purchasable unlock of tiers in the sense that you will retain any current progress.

So for example:If you are on Tier 19 and have 30 000/65 000 XP on your way to 20. You will then instantly unlock the 20th tier and have 30 000/65 000XP on your way to 21.

This will not alter your Chapter Rank, this also means that it doesn't really matter when you unlock it as the XP required for your next rank (and tier unlock) will remain the same.

We asked the team a few weeks ago and I've asked again today if the items will come to the armory later or will be earnable through unlocks/progress in Tides of War Challenges.

This is the first time we've used them as a reward, so I've asked all the questions you've asked and should have all that info on Wednesday when I put up the Overview for the Weekly Mission.

Lemme double check and see if the token is locked to Chapter 5 or can be used for other Chapters (like 6 or something).

Unfortunately, I haven't heard any new information. I'm still working to get an update on the long timer that has been called out.

No, it's not the ToW reward. The team is still working on fixing it - but it didn't make it in the upcoming update, so the Live Service team had to switch out the reward. Looks like it's a Chapter 5 Tier Skip Token.

Looks like a Tier Skip Token. (Lunge Mine is not yet fixed, so they had to pull it from the reward for this week. Sorry - I REALLY want to try it out myself.)
