We've investigated that server for the past few days and taken appropriate actions given the evidence found.
It would be helpful, in future instances, to avoid dramatic statements such as the ones in this and past threads and flooding social media channels. They are not as effective as people like to think.

There’s been a problem with US Testlive servers. Our team is looking into it and bringing them up as soon as it’s possible.
EU servers have been given a restart as well.

The way it looks, it seems it is either an issue with landclaim blocking the spawn of wildlife around those areas, or the server is indeed running some mod that is affecting this functionality.
Just in case, does this still happen when restarting the server?
No ETA yet, sorry. We'll announce once we've confirmed the fixes for the exploits that abused this feature are working and released live
