Powers are legit my achilles heel but I can try to dig into this a bit further.
If I'm reading this right, it does an additional percentage of weapon damage, but I'm not 100% certain of this. @mhalashace or @thomasblair Do you have any more info you could share about the above powers questions?
It looks like the thought process was around giving different damage based on what arrows the player might want to use.
Updated them in the next build.
Warden - Capstone talent now provides Piercing/Slashing bonuses. (covers bow+melee)
Brigand - Capstone talent now provides Crushing/Slashing bonuses. (covers melee)
That first pip not doing its thing was a bug, while looking for the answer to this question, saw the problem and fixed it.

This is actually intentional. Since you can put things on the survival tray, like consumables (food, potions, bandages) it was setup as a shortcut to be able to drag things to this tray with ease of use. Thanks for the bug report!

Sadly I hadn't seen what formula was going to be used until it went up.
In the future Design will provide a series of vetted formulas that may be used for a variety of campaign types.

Class Powers:
Knights and Templars now have their Basic Attack Damage modified by Power Cost Multiplier like all other classes.
The Ranger Traps and Druid Orbs should no longer fall through wall flooring and should thunk properly.
Templar:
Devotion should now show flytext.
