And yes, reports do something. Please keep in mind there are many people reporting a lot of things every day, so it might take some time to be handled, but things that are actually breaking the rules will be handled.

Spamming them though with false reports for camping - that doesn't help at all. It clogs up the reports they have to sift through.

They've answered this in their most recent Q&A. They are aware of the grind being a lot, even if they have made changes to it. It is known more work might need to be done to it, like changing perk tiers to be consistent across the board, but in terms of a major change there are some ideas, but nothing coming up for now. Those ideas can't be shared yet and it's for the best to not expect something within the next 6 to 9 months.

As the poster above said, it's purely RNG as to when the perk will show up in your bloodweb, make sure to get as many of perks as you can in the current bloodwebs to improve the chance of Ruin showing up for you.
