If you do it for long enough, it is bannable for both killer and survivor doing this if it's not during EGC (as EGC will eventually end).

So... if you played killer and did this during the game for a few minutes. Well, then you just broke the rules, as this is considered griefing and holding the game hostage! I highly recommend not doing this for longer than a few seconds.

This goes for both Survivor and Killer. You say it's not a problem for Killer to do so, but it is. It is bannable for both sides if it goes on for a few minutes and isn't happening during EGC. If you trap a Survivor in a corner as a Killer, the Survivor can't leave. They're stuck, until you move away.
