If you've been having issues with Fallout 76 crashing on your PS4 for Fallout 76 this FAQ may help. Otherwise it might be worth lodging a case with Bethesda support.

Your C.A.M.P. only stays in the game world during your active game session. When you log out, it is removed from that server.  When you log back in, your C.A.M.P. will appear at the same location unless it is no longer in a viable spot.

If it had to be removed you can move it to another location by opening your Pip-Boy and selecting the option to "Move" it option, hope that helps.

Yup! When the events systems update lands that's when the cap cost gets removed.
