We fixed this challenge just a few moments ago. The requirement is back to the intended 5 kills, instead of 15. Thanks for the report!

Fixed! The challenge should only be requiring 5 kills now, instead of 15.

Edit: PC is back online following a fix. We're now planning to bring Xbox and PlayStations offline to resolve the issues there, too.

Another update, we're now planning to bring the PC version of Fallout 76 offline within the next few minutes in order to resolve the connection issues and errors.

We came back from maintenance a little earlier than expected, but that also means Daily Ops hasn't re-rolled yet for the day. It should auto-update in about an hour.

What challenge was that? I'd like to reference if I achieved it yet or not.

That one is called "Become Legendary!" under the Character Challenges menu. It's awarded when you reach level 50. If you were already 50+, then you automatically completed the challenge and gained 50 Perk Coins during your first login after that patch released.
