I am sorry to hear that this error code persists for some of you, but very glad to hear that several workarounds - such as that provided by
Tsimdschdern - have allowed you to link your games to your Ubisoft Account! Here is that workaround again, for ease of access:

Please continue to test this workaround, as well as ensure that the country listed on both your Epic and Ubisoft Accounts match, as well as your physical location. They will all need to be the same.
We are able to assist with updating the country listed on your Ubisoft Account if it is incorrect, however, Epic Games will need to provide support to you to make any changes to your Epic Account.

If your countries on both accounts and your physical location all match, and you continue to experience issues, please provide us with images of the following when contacting us privately through one of the above means:
- The game in your Epic Games library
- The country setting on your Epic Account
