We didn't nerf either one of those. We did fix an issue that was causing affliction to proc Hero abilities / Weapon procs. It's definitely not the intention to proc things that are fun... but we have to strike a line between what's fun vs extremely over powered.

This proc interaction was one of those cases where it was performing way higher than we were comfortable with and needed to be fixed.
