While it may have categorically been a “bug” not a balance change, (although it was oddly never brought up as a bug by the community or dev team before 7.3, and was so underwhelming it was taken as the standard value not a bugged one) lopping of a whopping 1/3 of the bonus provided to constructors and cutting it in half for other classes seems impactful enough to warrant a reset.
Even if it was a mistake in the first place, it’s been in the game for almost a year - and people have undoubtedly leveled heroes and configured loadouts utilizing its “bugged” value.
To emphasize - the damage resistance to armor change caused a 0% actual value difference on all heroes without adding armor from a weapon, and a 0% actual value difference on any weapon that couldn’t roll 2 armor perks - but they were all eligible for reset. The Pre-planning support bonus just lost a flat 33% of its value for all constructors, regardless of usage.

Thanks for taking the time to write this up! I'll shoot this over to the Hero Team to review and keep in mind when making these changes.
I wouldn't expect this to be done before the Hero Loadout, however. We're likely to make all Heroes eligible for reset once this feature launches. This was mentioned a while back in our Item Reset Design Chat.
