Soft. If you don't find an opponent immediately, the matchmaker will slowly expand its range to look for someone "good enough." And the rest of your deck still matters; a high-tier commander with a much weaker deck can still find a "good" match against a normal commander loaded up with premium cards.

We're keeping an eye on him.

That said, we instituted commander weighting for Brawl specifically so that more powerful commanders could keep existing without stomping all over everyone else - and we would like to see if it can handle Baral before locking him out. (As others have noted, Omnath is still kicking around, as well, and it's for the same reason.)

The mtgazone calculator isn’t very intuitive in that regard but if you watch it closely and adjust the setting you will see that by having 4 wins a day and completing all daily quests you will have lvl 144 by the end of the MP.

Basically same: 89 with the +10 from the preorder.

Others have pointed out the daily quest thing. In general the passes are structured so that if you usually complete your quests and get your 15 weekly wins you’ll comfortably complete them. They don’t require “maxing out” to get there.
