As someone that can only afford one account, how does the progress work? If I decided to play some in TL and went back to a normal world, would I still have everything in my bank and stats as I did pre-TL?

They are two separate profiles even on the same account so everything on the main game will remain the way it was while you play the same account on Twisted League.

So, the Relics cost points. To clarify, these are the same points used to purchase gear, too? For example, if I buy my second relic for 400 points, do I now have 400 fewer points to spend on rewards? Or is the 400 points only a threshold needed to gain access to the second tier relic?
No. You would unlock the second relic at 400 points and still have 400 points leftover to spend on rewards!

Great thanks. Follow up question, can I go back and forth between League worlds and normal worlds if I want to play on my existing account with my friends? Basically, the account doesn't permanently become a League account?

Like have it on Twisted and have it on normal OSRS? At the same time.

You can play on any current existing accounts that have membership.
What is premier club?
Premier Club is a membership package, which offers discounted membership for 3, 6, or 12 months. There are details here, but it should be available from around 11am GMT.
If I make a new account for group iron Man and don't leave tutorial island, when I play twisted leauge will I get the rewards still on the account even though it's still in tutorial island?
