This was an old bug which occurred for some players back in 2018.

So just to confirm when launching PUBG, the game just doens't launch at all?

Are you able to please try some basic troubleshooting such as checking your Game Validity files.

This can be found (Manage-Properties-Local files - Verify integrity of game files)

It is recommended to accept the administrator permission request from "PUBG" to prevent issues from occurring.

With regards to feedback regarding Comeback BR, our team is still collecting player feedback and suggestions to forward this information back to the Dev team, on which we greatly appreciate everyones voice on this.

Just to give updates to a few things covered.

The one-way floor issue in Prison will be resolved in update 13.1

I appreciate your feedback about the vehicle physics, I know there's a current issue with motorcycle's currently providing instability issues of when a player sometimes pitches up or down, but I’ll keep a look out for those reports with the cars.

If possible are you able to please provide any gameplay footage of the Fatal zone issue that you had reported earlier or any of those other reports you had mentioned, and I can re-follow this up with the team.

Comeback BR would be much better if there were 3 or 4 rounds in the time it took to do 1. Most of the time if my teammates die early on they just leave regardless if we survive.
