If you're referring the United Front Bundle, the Ela set is for Extraction. You will need to have launched both games from the same Ubisoft Account. Further information on how to redeem the rewards for both games, check our article.

Yea its not even worth buying just for the skin since you cant use it in Siege. What a dumb decision.
