I know it doesn't actually matter since both scenarios are the same, but what if the entire x-cost pool is sold out? If the shop rolls x-cost in a slot, does it just reroll the slot until it hits a cost that's not x, or does it pick from the renormalized chances of all the other costs?
In this incredibly unlikely scenario, the game simply goes "no valid pull, roll again"
Does the percentage change at all depending on how many 1 costs or 2 costs are out of the pool? Say there's a lot of 3 costs out of the pool, will it affect the 4 costs being pulled at all since there are now less 3 costs in the pool? I don't know if I'm getting my question out right.
No, the amount of champs in each tier doesn't impact the initial roll. The system always first rolls for what tier to grab (so 20% chance for 4 cost at Level 8), then goes and grabs randomly from the available champs in that tier.

We’ve all seen posts where a player rolls down 50 gold and doesn’t see the uncontested unit they’re looking for, heck you may have even been on that end yourself (sorry, but wait for the punchline). Sometimes, this experience can be so stark that you’re concerned with the reliability of the system. Could this be bugged? I can’t really be that unlucky—is something wrong with the game? Most of these were in dev, but cut for various reasons. For example, the Shen one didnt add a support item to the champs on carousel, it REPLACED THE COMPONENT with a support item...so if you were last place waiting for a bow...GG.
What does Riot want us to do?
A) Don't pick Wandering Sentinel if you dont want that to happen
B) Accept that Top 4 is a win and some games you can't get 1st
C) Have stronger mental that every game you don't win doesnt need a reddit post

The core item system needs to be less "specific counter" and more generic items, so that when you are given items out of your control, you have optionality. DClaw in particular was notorious for being useless early game as MR is usually only good late game.
I do agree DClaw not being #1 on the MR stats block is weird, I can try to fix that. But no plans to change it to be as sharp as it used to be.
