Could you copy here the lines in your ZXLog file just after the crash and before launching the game again? This file is usually in the path Documents/My Games/They are Billions.

Gog doen't allow Map Editor because they have no Workshop platform so it's impossible to give the same experience there than here in Steam. So the problem is GoG limitations.

I have no clue about what can be happening with your pc config to make this exaxtly issue.

Anyway, check if you have any kind of AMD gpu sortware working hidden with any kind of weird gpu configuration. Another thread about AMD finally were fixed switching off some options in this kind of AMD software.
