I had a similar issue last update. Uninstall the Modstation program and then reinstall it. Older versions may be looking for a folder in an outdated location.

I'm assuming these were Tier 4 CVs? You need to put more information into the OP.
Defended Ribbons are awarded for resetting caps, which does include your Standard Battle base cap. A player must have an amount of capture time stored up before a Defended Ribbon is issued for the reset of progress. I believe at least 5 seconds of time are needed to qualify, so rapid-firing guns or a constantly bombarded ship may yield no Ribbons if it has no time to accumulate Capture Time.
Also, Capture Time does not accrue if the base is being blocked/held by a friendly player. If Capture Time does not accrue, no Defended Ribbon is issued on hit as no time was reset.
Unless the OP is referencing a bug that I'm not aware of. In which case, a Replay would be needed for demonstration of the bug.
When a players learns the mechanics that CV is using then they will start trying to use those mechanics against the CV. It can be quite effective and usually requires teammates to overcome. Either your teammates can handle the threat themselves, or you can work with them such that the teammates are spotting/pinning the enemy and you are adding damage because of that. An enemy that has unrestricted movement and knows anti-CV play can be quite hard to deal with alone.

During my time as a CM, I've come to learn how diverse our playerbase is in terms of what it's looking for. We have a PvP audience, a PvE audience, a PvEvP audience, and more. All of those players have individual needs, but our primary mode continues to be Random Battles by virtue of it being the most played mode in our game. We have to balance to what people play as a standard.
In games like Diablo or other games when players build personalized power fantasies and play them out, a big part of the design concept is to enable that power fantasy. Thankfully, bots don't care how often they're slain so players can single-handedly wipe away legions of enemies in pursuit of the power fantasy and that is perfectly ok. That breaks down in games where the primary interaction is PvP-based.

Read moreI do understand your point. You have the Ship XP and Credits to already have the ship, so if you "own" it already than could you attain the Snowflake for it? Further, you could make the case that any player who had enough Free XP and Credits to purchase a ship could already have theoretically ownership of said non-available IJN CLs.
Unfortunately, that is not possible. The IJN CL line has not officially entered the Tech Tree yet, though they should be entering it next patch, I think.
Our Game Designers know about our Seasoned and Unique commanders when designing ships for a nation. These things are factored into their gameplay.
Conversely, when adding a Seasoned or Unique commander, all the ships that are already available have to be considered to make sure that a skill receiving a bonus doesn't result in something that alters the base concept or yields too much capability.
The system you are proposing would be fun as a player, but it's a form of personalized power addition. To a lesser extent, that echoes the concern that was brought up with the Naval Training Center idea which gave players a way to add personalized power.

IJN CV playstyle is typically about long, telegraphed attacks. If you are trying to bomb something, you need to pick an attack line and do not turn at all. There is some ability to shift course, but best results involve not course adjusting at all.
The US CV line has maneuverable bombers. The UK CV line has kinda maneuverable bombers. The IJN CV line doesn't want to maneuver if it can be avoided.

Flak can be avoided, but Continuous Damage is guaranteed. 2200 DPS can be literally be a plane kill per second.
