In short, the information between the player and us is private, so we do not share details about actions taken. This choice is larger than personal preference and attempted deterence value.
I continue to encourage players to make Customer Support Tickets so problems can be escalated and dealt with. If there is something particularly egregious, please let me know the Customer Support Ticket number.
I can personally speak to this. The Replays are viewed and actions are taken.
It's taken some work to restore confidence in Customer Support Tickets as many players used to believe they did nothing. As those concerns have been addressed, we've seen players that are more willing to make Tickets and bad behavior sanctions being able to be escalated to heavy or permanent results. Customer Support Tickets help us make the game better <3
Tickets absolutely do matter. We can't share what we do when we issue sanctions, but every sanction from a Ticket allows for the next to be escalated if the problem persists!

Uninstallating Modstation and reinstalling it should work. If it's not working, you may be having some other issue.
Most players report not needing to uninstall Modstation. They download the new Install file and just install/update the previous version that way. That's located here: https://forum.worldofwarships.com/topic/259409-all-modstation/
The AI does seem to know the location of the "closest" target and will set up for attacks against it correctly. It isn't allowed to "pull the trigger" if the target isn't spotted, though.

Direct-reward systems don't interact with Clan Base systems like in-game systems such as Containers do. If the reward was 10k Coal, then 10k Coal would be received.
A Ticket could be helpful. CS is able to review Accounts and might be able to pick up on something?
Just to further explain what I meant:
When announced in DevBlog #291, the initial form of San Diego had:
HE and SAP ammo, similar to the Austin
8.5 seconds reload, similar to the Austin (which has a base reload of 8 seconds as I recall)
The primary play pattern of the Austin is around use of it's MBRB which has an immense 75% reduction to reload time. That reduces the reload to 2 seconds, which tends to be less than 2 due to players spec'ing for more DPS. So, the Cooldown usage is extremely important to make best use of the burst-window. Without solid consumable use, her threat is greatly diminished.
San Diego's base reload was dropped significantly so that high-skill consumable use is not required for gameplay threat. She's generally a threat, and she can use her lower-than-normal (33% reduction) MBRB to amp herself up during high points. This makes her much less niche and increases the range...

The initial configuration was very representative of a Tier 8 Austin. Then there was an extensive amount of feedback on that topic and the ship was redesigned.
San Diego doesn't really represent the Austin playstyle. Austin has an 8 second reload and a -75% reload time consumable. That makes for play that uses burst windows that need to be well executed. San Diego has a much more forgiving reload time and weaker reload consumable because of the more consistent base reload which makes her more generally capable.
To answer your question on the consumable mod, it does increase the duration of the MBRB consumable. I just checked and it's 16.5 sec instead of 15 sec. The others are also increased by 10%.
I elected not to because I've encountered issues where folks don't open/use spoilers. Adding additional clicks increases dropoff in information transfer.
