The TP one is definitely intended, I remember they patched it to be this way a couple of seasons ago to give counterplay against TP and to remove stuff like TP'in into lane brushes completely unseen. You don't even need to have the camera on the spot they're tp'ing in, you will see a small red dot on the minimap because the ward they're tp'in to will be revealed during the channel.
The baron thing I don't know about. I've witnessed it, but it seems to only be specific champions that do it, so I can't figure out why it happens. I don't think it's intended
VFX showing on baron in fog is almost always a bug unless it's something like Jhin W (which reveals itself to everyone who could conceivably be within range).
Worth noting that spectator mode specifically has A LOT of vfx in fog bugs that don't extend into the actual game.

I’ve always been against lowering Vi’s R cost. The intent behind the increase per level is to keep her mana costs scaling throughout the game since one of her spells is a pure passive.
Maybe that’s just a dated way of thinking about things tho...we don’t really give most champions (especially melee) real mana costs in the late game as there are other better ways to limit them at that point (CD’s and kit based weaknesses for example).
The question is why? What makes TFT objectively more keep-worthy than Nexus Blitz?

What you haven't noted in your post is that EVERY SINGLE ONE of these champions has some form of POINT-AND-CLICK, UNAVOIDABLE damage with a ~1 second cooldown (scales with AS because why not) and a 1:1 AD RATIO and costs 0 MANA and even WORKS ON TOWERS (again, why the f**k not)

Jinx is 100% most best adc in game and also any moba ever no bias it is just the fact.
Captain Gameplay did some great work on all 4 of these (he's making their spells). It's been fun working on Jinx again :3
We’d likely keep him the same gameplay wise, but update his model and animations (he’s already way different than league voli tbh).
We’d then rework him to be more like new volibear if he ever appeared in a future TFT set (we plan to roatate entire champion sets every few months)
