The thread is the exact same as it's been for years. Adding "next" in the title has not changed anything.
It's just now it can't be argued that this thread was somehow any different than all those that came before it.
The thread has been this way for going 3-4+ years now. There's absolutely no need to rename it and most people fully understand how it works by now.
It's not currently planned due to technical limitations and a lack of real impact on it's practical use in game. The blog was detailing the historical aspect of the vehcile.

As far as I'm aware all weaponry changes (including the addition or removal of any guns) does indeed change the weight.

Harrier GR.1 could mount SRAAMs and was planned to do so. It was tested on G-VTOL which is a two seat modification of the GR.1 family. The pylons and systems were interchangeable and the missile was also planned for use with the GR.1 and had full compatibility to do so.
Weaponry is a balance decision decided by the developers. Providing something is technically capable of doing so and linked in some way via material, it can be considered.
As well as not only being technically possible and compatible, there is also material to connect it to the GR.1:

All of them are G family members of which this was possible to fit / was fitted. At least according to the Devs current info. But again, we welcome reports with counter information if you think it's incorrect.
If you believe any other aircraft didn't also have directional RWR, then please simply report it and they will be changed. Earlier models of F-104 had a indipendent RWR package that the ASA did not have as it's RWR functionality was part of its ECM suite.
I'm not trying to "pull" anything. This is the current understanding from the developers based on the capabilities of the aircraft. If you have information to counter that, then please submit it and we can forward it for review.

You appear to be using Rank III vehicles to research the Rank V Leopard 1. For more efficient research, you should be using Rank IV. If you were for example using the preceding vehicle in the same line (in this case Panther G), your research would be even higher.

All channels and avenues are monitored for feedback and suggestions, including CC suggestions. Many of which are often considered and implemented just like suggestions from the forum here.
As mentioned above, it does not however circumvent the need to check battle statistics of how vehicles actually perform across the whole game.
Based on if / when the developers can acquire the suitable information to make any changes that are based on source material. Any corrective changes based on reports will be posted within the changelog.
BR changes are made based on the performance of the vehicle currently and how its doing as of right now. They are not connected to any ongoing / existing reports.
We dont have any ECM features of this nature in game yet, but they are not ruled out for the future as new additions and for existing aircraft.
The report is currently still open, however it appears the F-104S ASA may not have actually had directional RWR. It had the AN/ALQ-73 radar receiver, which only warns of radar signals, but based on our current information, it does not actually provide any directional indication of the signal. We are waiting on an update from the developers on the matter.

On the matter of the Puma, the developers have been following all the feedback as well as keeping a close eye statistically on how its been performing. Generally we do not like to make changes without at least a solid amount of data as every patch has some initial spikes of new vehicles being covered by content creators and also the rush of people to try a new addition.
We expect to have some possible changes very shortly, so stay tuned to the update news in the near future.
