You missed out the part that the current Phantoms, however agile they are or are not, still remain pretty close to the top. Britain is not in any dire need to receive a new top fighter yet. Particularly when its one, that as I have said, belongs to multiple nations at once. As you also admitted yourself, the Tornado is also not the "agile fighter" that you said is what's lacking. So this is not about an actual need, more just wanting something even better than what's already at the top and doing perfectly fine.
Welcome to the reality of the situation where the Phantom served for nearly 3 decades. There were no other interceptors during that time for Britain.
