Many reasons. Most common could be it no longer has a purpose or reason to be in game or was perhaps just a plan or concept. Often a series of models all related to each other may be created, but there is no reason for them all to be in game. Among many other reasons.
Answering questions is not so much the issue, its more about things already looooong established and known here that still seem to be new to people that use this topic every update.

At the time, we made it clear in the F-5A dev blog that the USA was going to get its own better versions in a later update and also confirmed it was not coming in the current patch. It was found in the files because its a related aircraft and one we already explained the situation on.

Its not forbidden when there is sufficient evidence. In the case of the F-5C, we practically confirmed it was coming next patch.
Meanwhile nowhere is there any indication at all Bismarck of any of the other ships that were being discussed are coming just bevsuse they are in the files.

Like almost everyone else, it exported it's weponary and other nations purchased it. Just like how almost everyone has Sidewinders.

The Mirage IIIE was always planned as was the Mars 15, both were just running a bit late. Nowhere was it said France was going to get absolutely nothing that patch. Only that perhaps not everything would make it. Nowhere did I say "nothing is planned for France this patch"
Has nothing to do with pushing the Mars and Mirage up the priority list, as they were already planned to come. Community feedback added the Sk 105 to the list on top of those 2 already planned.

There are already 2 Chinese variants in the tree for now. There are also several better air to air aircaft in the Chinese tree already and in terms of air to ground, there is the F-5A with even more loadouts.
Right now it as the Pakistan air force and the default and the pre-order camo is for the Sudan air force.

We have been correcting people all the time on this. Literally the Mirage discussion the other day and many others before that. We might miss some sometimes, but we also don't sit in this singular topic 24/7 )))
You can look back at the many other vehicles that have historically been in the CDK or files for years in some cases.
Not everything makes it to the game for many, many reasons.
Tirpitz, Yamato and many others have been in game for years. They are AI ship models. Again, this does not equate.
As we have already said, stuff being found in the files and CDK is meaningless. Some may never come to the game, some may be years. None of it was indicative of the coming update and its not a reason to sustain a discussion here when there are more relevant areas.
Guys why are we discussing Bismark and other such battleships right now?
