It's not really showing fully that they have different modes. This may be just part of the folding / adjustments mechanism.
However if you can find photos of the radar array elivated used these points or material suggesting the vehicle had such modes, that could be considered for a suggestion.

Everything is known and documented about it's armaments (that were mounted in tests and for displays, of which other aircraft in game also have) and what was going to be fitted to a production example. The production version of the STA-3 is the Type 61. A seperate vehcile.
If any information can be found to support those vehciles having some form of system like that (even mentions), it's a certainly worthwhile suggestion to be considered.
Naturally it may seem practical without a proper understanding of what it involves and the scale of it. But it is not in fact practical or realistic to do so. There is also consideration to be made to the many paid soruces across the game where staff / Devs have purchased books, archive scans and more.
There are many reasons why it's not been done. But it's not something that is possible to do simply put.

Split between the German MiG-29 or Tornado F.3 for me.
Because all of those were either planned for that patch/immediately after and addressing some of the major gaps from the last update rectified in this one (Tornado F.3 / MiG-29 DDR / F-16AJ).
