It happens on both bumpers but sometimes moving skills around fixes it for a short time.

Yeah I know about the lock but it is freezing I have to destroy it most times. I then can get it going sometimes by switching my skills to the different buttons. It must be the bug but it seems to have gotten worse in the last few days.
Hey Omitted-Wolf, is there any chance you have a video or clip of this occurring (in or outside of combat)? Also, does this happen regardless of which bumper/slot the skill is equipped to?
I know it's over a week old at this point, but is there any chance you could share the build that this was occurring with as well as the enemies that were causing the status effects on you?

When WONY hit and we all went to New York, the daily Hard, daily Challenging, and daily material projects ceased to exist.
This can be seen when players make new characters and do not go to NY. Something about going to NY removes those projects forever, but remaining in DC allows them to continue.
I believe the rationale behind removing those was to reduce overall objective clutter, streamlining the available projects into a resetting daily and weekly rather than the mess of a half-dozen different objectives with largely lackluster rewards.
As for how it ended up messing with Blueprint farming... that I've got less insight on. It's definitely a frustration I can pass along though.
I notice that when you start WONY, many of the former daily bounties are gone including the daily BP material bounty and the daily hard and challenging mission bounties. The mission bounties rewarded you with specialization points.
Has there been any insight into why these were removed and if they’re coming back?
The daily mission felt like a good way to reward players playing together and the daily BP was good because it was a solid use of resources once you hit cap. There’s like 225 BPs. Otherwise that’s a LOT of control points.
Are you referring to some of the different Projects that were removed with the introduction of TU8 or am I misunderstanding?
Thanks. I was running some bounties with a couple other guys last night and got spec points for each of them. Does NY have bounties and do you know if they give spec points?
NY definitely has bounties, though few in my experience have also offered Spec Points. You can also gain Spec Points through level 4 Control Points.

I recommend putting on a Spec that's mostly complete so you can enjoy the more hefty bonuses while still making progress during your time in NYC.
So by applying that same logic, why hasn't the eagle bearer been made available outside of the raid yet?
The faster, easier, most direct way of getting it should be the raid of course, but it shouldn't be the only way to get it. Why keep it out of the exotic loot pool? Even with an extremely small chance of dropping in say, heroics or legendarys.
The Raid doesn't close and become unavailable for the foreseeable future like the Season Manhunt does.

Talents like Creeping Death or Trauma while using the Flame Turret or Stinger Hive can make it pretty straight forward.
I've used a build collectively focused around the Carnage LMG and ended up dropping 1-3 Crossbow ammo in nearly every room on some missions.
So then doesnt that make participating in the whole manhunt completely pointless? Because you can still get the end prize elsewhere?
Not exactly... we still don't know exactly how we want to implement the post-Manhunt acquisition method, and it may not be immediately accessible.
The faster, easier, and more direct way of getting the mod is through the Manhunt... it just won't be the only way to get it.

It would be interesting to see such multi-color cores where Red/Yellow would increase Weapon Damage by a bit and Skill Damage (by the amount of 1 Skill Tier) without all the other bonuses that come from a ST... Or Blue/Yellow cores that increase the health/duration as well as Agent armor, etc.
