The Indomitable, while we just put her through another round of testing, we need to assess these results and decide on outcome of these tests and determine her direction from here on out.

Are you referring to the "Victory Banner" camouflages for the various tier VIII Soviet ships? If so, they should be available the moment you purchase them from the Armory. For example I purchased the Vladivostok "Victory Banner" camouflage and have it equipped.

So as from the start of 8.0, the Unique upgrades from both the Midway and the Hakuryu were put in a suspended state to be re-added in the future date when balance assessments were completed and when it was determined how to make the upgrade provide a unique experience. Players who already earned these upgrades will be given the new version upon its release.
We decided to leave the mission in place for those who have not yet earned these upgrades to allow Captains the opportunity to as they play these ships normally. If you complete this mission chain, when the upgrade is returned to the game, you will receive it immediately. We figured since you will be playing the ship regardless, working towards unlocking the upgrade does not impede play.

You can use the "allowance tokens" until the end of the current patch. You can purchase "Premium Soviet Era containers" for 1,250 doubloons in the Armory. Each premium Soviet Era container has 75 allowance tokens in them.

This is referring to Wargaming Premium Time, you can still purchase Warships Premium Time in-game using doubloons. We apologize this wasn't made more clearly and you can still purchase both types of premium time in the Premium Shop from the portal.
With the patch 0.8.4. being live, you will now earn "provision tokens" instead of "allowance tokens".

What are you referring to? The "Victory Competition"? Ranked?
If you are referring to the "Victory Competition" it is live today and you can earn Provision tokens. The dedicated article will be out tomorrow but I have already played a match this morning and selected a team with provision tokens earned after the battle.
This is actually an incredibly good thing. The hard working folks there at the Texas have worked tirelessly to petition for funds to help keep the ship going and they not only have that now, but enough to move her to a more suitable location. It's an amazing technological feat that needs to be preserved, but La Porte is an industrial city for the most part and it'd be nice to see her in a better location.
