city mechanics were changed, and now they have a limit of normal houses based on a few things(check patch logs). And amount of houses directly affects populations.

so whole map won't be spammed by houses after 1000 of years anymore. And it's also preparation for other mechanics that will come in later updates.

Remove mods from previous version if you use any
