We can't remove the cooldown for linking and unlinking accounts, this is applied across all EA accounts.
Once the time is up, to attempt to recover items you will want to relink the account to its original EA account. For more information on linking and unlinking accounts check out our help articles:

It's possible the remain packs were opened as well, To check you can close the game and relaunch. Then check the event items to see if any additional ones are unlocked that were not prior to purchasing the packs.
