[2022] AC Valhalla Missing lvl 2 on MANY abilities! Is this right?

Hello
I figure before even trying to ask ubi reps Id ask the community.

AC Valhalla or in my words just Valhalla.

I have everything, I mean everything maxed and 100%
YET.. Still 6 abilities are only lvl 1

List:
Spinning Harpoon
Precision Axe Throw
Precision Arrow
Battle Cry
Shoulder Bash
Berserker Trap

All of these above are only lvl 1

What's odd is that I read up on spinning harpoon. This should be obtainable
I did get the book on top of the tower and on RR
all RR are 100% done all maps 100% done
still these skills are level ONE..

Any help or clues?
I know this isn't future content.. but how can my game be so bugged that Ive lost 6 lvls of abilities?!?
